is the wire going to a little box? if so yes they are watching the flow of traffic. it is use in many ways... like to see if the traffic is too heavy on the smaller street(just to see if they need to widen the road), or the PO PO uses them to see the heavy traffic areas to catch speeders....stuff like dat

Street's right measure flow of traffic..remember last year whe nthey had the same thing at the sunny isles light that was so they could adjust the timer with the increase of cars..samething....theres eve none on hess bumpy ass road.....why I'm clueless...
